According to the traditional chronology preserved in the Talmudim, Seder Olam etc, 490 years elapsed between חֻרְבַּן בַּיִת רִאשׁוֹן and חֻרְבַּן בַּיִת שֵׁנִי, with the latter having occurred in 3928 לִבְרִיאַת הָעוֹלָם or 68 CE.

This would place the First Temple's destruction (3338 לִבְרִיאַת הָעוֹלָם) in the christian calendar year 423 BCE, and 517 BCE - according to this reckoning - would have been 94 years before this, i.e. 3244 לִבְרִיאַת הָעוֹלָם, which was roughly the 18th year of the reign of King M'nasheh. LONG before the Second Commonwealth began.

In fact the date which is significant in Jewish history is 516 rather than 517 BCE, and this was the 6th year of Darius I (whose reign began in 521 BCE) - which is when the Second Temple was completed:

וְשֵׁיצִיא֙ בַּיְתָ֣ה דְנָ֔ה עַ֛ד י֥וֹם תְּלָתָ֖ה לִירַ֣ח אֲדָ֑ר דִּי־הִ֣יא שְׁנַת־שֵׁ֔ת לְמַלְכ֖וּת דָּרְיָ֥וֶשׁ מַלְכָּֽא׃

"....and this house was finished by the third day of the month Adar, which was in the sixth year of the reign of King Daryavesh" (Ezra 6:15)
