And finally, it has never been clear to me how ben Pandeira could have been “stoned” (which was a Jewish form of execution and was not used by the Romans) in the 2nd century CE, when we know that the Romans removed the Jewish Courts’ jurisdiction in capital cases round about the year 28CE (“40 years before the Temple was destroyed”—Shabbat 15a, Sanhedrin 41a, Avodah Zarah 8b).

Yes, it does. But remember it was the Romans who deprived the Sanhedrin of jurisdiction in capital cases and so I assume that it was restored (albeit only temporarily) during the brief period of independence under בֶּן־כּוֹזְבָא.
