First Link - I don't see Rashi explain how this specific commandment is eternally binding as opposed to binding only in the time of the conquest following Exodus, in the place of Canaan, and with regard to the named seven nations.

Perhaps one of the MT Rabbis might answer. In light of Rabbi Ezriel's previous response: "Things done for a specic time / place can be enacted by the Rabbis in times of need, but the Torah is eternal," how does one explain this commandment in Deuteronomy 7 : 1-2
