It looks more like the BLB says "saviour" is a "Hiphil" Participle (no tense given). Do participles have tenses in Hebrew?

מוֹשִֽׁיעַ is technically the present participle “rescuing”, but standing in place of the verbal noun “rescuer”; I strongly dislike the use of “saver” or “saviour” because that have such a “loaded” meaning—Rav Scherman uses “deliverer” in ArtScroll’s “Stone Edition” T'nach (Hebrew does not have any particiles other than present participles). One should not read too much into the fact that it is a הִפְעִיל inflection and the sense is in no way “causative”.

My apologies for the terseness of this post, but I have less than 15 minutes before Shabbat is due to begin.
