It comes close, in a way, to what I sought to set forth on previous pages of this thread.

To recall some of that:  IMO "God's plan"[*] is Torah — no more, no less. 
It defines what can happen, not what will happen;
just as the blueprint for a building defines (delimits) what can happen, but not what will happen, in that building;
or as the design of a tool determines how one can, but not how one will, use the tool.
