Mark, This has nothing to do with "a spirit", it is a fulfillment of the promise God made to Moses in v. 17.  You need to pay attention to the context

We know that Moses was given the gift of prophecy, which means that the Divine Presence was bestowed on him (the same as was the case with every true Jewish prophet).  So that, when the Hebrew word רוּחַ (RU'ah) is invoked in reference to Moses, that is exactly what it means.  Then, in Numbers 11:25, Moses is told that God will cause that Divine Presence to be shared with the seventy elders.
