The key to that quote being that even a sinner can be righteous -- pretty much the opposite of Mark's original contention that we can't be righteous on our own.   Indeed we are told that Noah and Job (Iyov) were righteous -- and neither were Jews -- bound to the 613 mitzvot. . . Proverbs 20:7 says:

"He who walks in innocence is righteous, fortunate are his sons after him."
Proving that people can be righteous.
