In B'midbar 24:5, מַה־טֹּֽבוּ אֹהָלֶֽיךָ יַעֲקֹב is neither a question nor a statement, but an exclamation: you should start the translation with “Oh,” and replace the question-mark (?) or full stop (.) with an exclamation mark (!). This is implied by the context.
