Regardless -- I can't find an apt example precisely because I don't know if the concept I'm asking about even exists within the Hebrew language -- can it be turned into a question purely based on verbal inflection?

That's all I'm really asking, nothing to do with that particular pasuk or any other specific pasuk. At the end of everything, it still just comes down to one question: do questions in Hebrew have a different inflection than declarative statements, the way they do in English -- that is, is there a rising intonation for questions in Hebrew?
