Ephraim, here is a more complete quote from Rashi -- the reference to T'hillim / Psalm 118:22 does appear to be speaking of David, and not the messiah.
"And you, Bethlehem Ephrathah: whence David emanated, as it is stated (Shmuel Alef / 1 Sam. 17:58): “The son of your bondsman, Yishai the Bethlehemite.”(this is David)"And Bethlehem is called Ephrath, as it is said (B'reshit / Gen. 48:7): “On the road to Ephrath, that is Bethlehem.”  You should have been the lowest of the clans of Judah: You should have been the lowest of the clans of Judah because of the stigma of Ruth the Moabitess in you.   From you shall emerge for Me: the Messiah, son of David, and so Scripture says (T'hillim / Psalm 118:22): “The stone the builders had rejected became a cornerstone.”  and his origin is from of old: “Before the sun his name will be magnified” (T'hillim / Psalm 72:17).
The passage is saying that the messiah will be a descendant of David.    Thus it makes sense that the rejected cornerstone (in this verse) is David.   In the psalm itself Rashi likens the rejected cornerstone to the Jewish people.    The passage is not about the messiah himself except to say that he will be a descendant of David.
