Ephraim, There really is no issue here.  Although David isn't explicitly named in Micah 5:1, the reference to the promised Jewish Messiah is unmistakable, that he will be a (biological) descendant of King David.  RaSHI's reference to Psalms 118:22 in his commentary on Micah 5:1 is simple to understand.  It doesn't imply that Psalms 118:22 is a reference to the Messiah, which it isn't.  All this reference does is compare the two situations - the one with David who, even though the "lowest" among his brothers, i.e., the youngest and not in line for kingship, became the greatest king Israel had; and the one with the people of Israel who, even though persecuted and disrespected by the other nations, have become God's "Chosen People" and are headed for greatness.
