Deut 22:21 Then they shall bring out the damsel to the door of her father's house, and the men of her city shall stone her with stones that she die: because she hath wrought folly in Israel, to play the harlot in her father's house: so shalt thou put evil away from among you. KJV
God encourages Hosea to violate Deut 22:21.
Hos 1:2 The beginning of the word of the Lord by Hosea. And the Lord said to Hosea, Go, take unto thee a wife of whoredoms and children of whoredoms: for the land hath committed great whoredom, departing from the Lord. KJV
Instead of stoning her...God wanted Hosea to take Gods position and take a wife that would go into adultry...Just as in the same way Israel was in spiritual adultry with Him. This way Hosea would be a more effective prophet. He would certainly be speaking from the heart through experience.
Now...the premise here is that if God would command that the law of Moses be broken He can also take upon Himself to "add" a commandment. He has that right.
Isa 42:21 The Lord is well pleased for his righteousness' sake; he will magnify the law, and make it honourable. KJV
As Isaiah said (actually God moving Isaiah's mouth)...Jesus DID magnify the law in many respects....again...Jesus took the law to a higher and more spiritual plane.
John 13:34 A new commandment I give unto you, That ye love one another; as I have loved you, that ye also love one another. KJV
