Actually, G-d DID inflict punishment on Israel. Israel suffered as a result of their own sin, not as a result of the Gentile nations. All you have to do is read Lamentations, Jeremiah 7:15, 16, or Jeremiah 11:10, 11 as well as 2 Chronicles 7.
Now if trying to apply this verse to the righteous remnant then you still have a problem. Israel(the righteous) did not bear the nations sins, since they are not punished for anything that the nations do. They bore the non-righteous Israel's punishment/sin. That of course would change your idea that the Gentile Nations are speaking. The idea that Israel is not punished or does not suffer for it's own sins is anti-Biblical. The nations would not be punishing Israel if they did not sin. And the righteous only suffer because a sinful part of Israel went against G-d.

This is odd. Since when the nations overdo the punishment of Israel, they are judged and destroyed by G-d. As pointed out by the quotes you use to back this statement. Jeremiah 10:25 Pour out Your wrath upon the nations that do not know You and upon the families that have not called in Your name, for they have devoured Jacob and consumed him and destroyed him, and have wasted his dwelling. Jeremiah 50:17 18 First the king of Assyria devoured him, and this last one broke his bones, Nebuchadrezzar the king of Babylon. Therefore, so said the Lord of Hosts, the God of Israel; Behold I visit retribution upon the king of Babylon and upon his land, as I visited upon the king of Assyria. The Gentile nations are not healed for going to far in their punishment of Israel. They are destroyed and have G-d's wrath poured out upon them.
